When you reach certain levels of items, stronger passives are made available along with the passives previously available. Once a passive is discarded, it can only be acquired again through random chance. The "counter" resets to 0 after reaching 6,000.

When you reach certain levels of items, stronger passives are made available along with the passives previously available. Once a passive is discarded, it can only be acquired again through random chance. The "counter" resets to 0 after reaching 6,000.
