Story

Yamamoto and Setsu task you with investigating a decrepit tower in southern Shibuya known as Celu Tower, which according to reports has recently become a nest of demons. However, it seems to be different to other dungeons, so Setsu hands you a Vizionz and a Plate to record what you find inside of the dungeon. When you first enter the dungeon, you are met by a strange Old Man who informs you the "Master" is not in, and to please leave at once. Ignoring him, you press on to speak to the various DBs in the tower to learn their thoughts. The tower is full of Divines, and the DBs have some concerns about the level of authority that an Innocent like Setsu has over them. They also don't have the highest opinion of the rash and at-times cruel Mikanagi, either. When you reach the end of the dungeon, you meet Mikanagi who lets you into the next room, where the strange Old Man once again greets you.

Displeased with your presence, he vanishes and a Power descends to the floor, looking to eradicate you. With your strength, he is bested, and Mikanagi appears to properly introduce himself with the hope to work together as DBs in the future. He then sends you back to the Central Control Room with an Ariadne's Thread and you report your findings to both Yamamoto and Setsu. Though they ponder the question of who this "Master" is, the question is left alone as they thank you for your time and you walk out of the room.

Now alone, Setsu turns away with a grimace, revealing that he is "no longer the only one who knows how to create Demonic dungeons." He wonders aloud if it could be the doing of the "protector of the Jewel of the Ten Commandments." What is Setsu up to...?

Talk to Yamamoto the Steel-Willed after completing Act 8: The Obelisk of Form and Power.

Walkthrough

Map of Celu Tower Inspection

1. Talk to Yamamoto the Steel-Willed.
   1. You obtain Celu Tower Plate (Inspection).
2. Head to Celu Tower in Shibuya. Use the plate to enter Celu Tower (Inspection).
3. Talk to the NPCs on the first floor. They are marked on the map above.
4. Talk to DB Mikanagi on the second floor.
5. Defeat Embodiment of Form Power and Deformed Archangels.
6. Talk to DB Mikanagi to be transported back.
7. Talk to Yamamoto the Steel-Willed.
8. Leave the Control Room to complete the act.

Note

• There is very little fighting to be done, and almost all the doors are open. If you have Orbs of Rapidity, bring a few.
• You personally have to talk to each of the NPCs in this dungeon. You will not progress if you do not talk to them.
